Overview

Emerging markets (EMDEs) face a significant climate finance gap, with Asia-Pacific alone seeing an estimated shortfall of USD $800 billion.  Market barriers including high transaction costs, illiquidity, and underdeveloped pipelines have acted together to keep private capital scarce. Further, EMDE’s also face practical barriers, such as inconsistent or non-comparable and lack of internal capacity and expertise which make it difficult for capital providers to link KPIs to cash flows, raising greenwashing concerns and creating risk-return mismatches. 

Blended finance can bridge this gap and de-risk projects by improving risk-return profiles and directing private investment into high-impact sector that would otherwise seem too risky. The recent release of HKIMR’s transition finance report, Navigating the Green Shift: Opportunities and the Evolving Landscape of Transition Finance, provides us with a timely platform to examine how emerging markets can mobilize blended finance needed for credible, real economy decarbonization.

As the research shows, actionable solutions involve sharing risk and building capacity. This event will focus on unlocking blended finance in emerging markets, highlighting the role of multilateral development banks in helping convert high-impact transition opportunities into bankable investments. The discussion will explore how concessional capital, guarantees, technical assistance, and risk-sharing structures can help crowd in private finance, while connecting the findings of the HKIMR report with practical experience in scaling blended finance solutions across Asia and other emerging markets.
